If it were me I would just ask the seller if he ever held title to it. To verify you can do a title search through the DMV for $7.00 according to their website. If he did then it doesn't appear that it would be too difficult for him to obtain a duplicate. I would simply ask him to do so and then proceed with the sale once he does.

I see there has been a lot of opinion given here regarding vehicles without titles. Something we all should realize is that each state is different as to how they handle the situation. Lost titles really are not that unusual. The fact that the seller has lost it especially on an older vehicle just sitting such as this is not necessarily suspicious. It just means the buyer needs to be a little more diligent.
