It depends on the state you are in, whether or not it is illegal to tow a second trailer.
I put a Hensley Arrow hitch on my 29' bumper pull trailer. I then installed a hitch on the rear of my travel trailer. I now tow a 5x8 enclosed trailer behind my bumper pull travel trailer, and am still within legal 65' length limits.
There is absolutely no sway with the Arrow hitch, and I am legal in OK, LA, AR, TX, NM, CO... those are the states I've checked with, and the only ones I travel in at the present time.
