Both concepts do the trick nicely. The bumper step is simple, will not fail and relatively cheap.
The tailgate step is a little easier to use to step up but does have moving parts that could eventually fail and is more expensive. I think the big advantages to the tailgate step is for those with less agility and a lower step up. It is also much easier to use if you are loading/unloading and carrying boxes or items in and out.
