What kind of "small TT"? Nearly any high walled RV should generally be towed by mid-sized trucks/SUVs and larger, most of which have 20+gal fuel tanks. Even mid-sized cars have larger than 14-gallon tanks, like my Passat at 18.5g.
My 2003 F-150 had a 25 gal tank, fuel light came on at 21 gallons used. I got 6.5-7.5MPG, so 150 miles was it. Replacement TV gets 7-8mpg with a 39g tank, so a longer range now.
Your thought is correct, that towing range can be quite small. If you are concerned about this, you have some options.
Don't tow a high walled RV. Popups, Hi-low/Trailmanor, and teardrop styles will consume less fuel.
Get a tow vehicle with a lot larger tank than 14 gallons. Some half ton pickups have as much as 36g tanks now. 3/4 ton+ are all in the 35g size range.
Get a diesel powered tow vehicle. They get better unloaded fuel economy and a lot better towing. My friend towed my TT for a guys weekend trip with his 2012 1-ton diesel and got over 12mpg compared to my 7 @ the same speed. That translates to a lot farther range. Also, there are some rare mid-sized diesel SUVs that do well. VW Touareg TDI and Jeep Grand Cherokee diesel.
