That is precisely what he is saying. The ratings on your truck are recommendations by the manufacturer for warranty information. I'm assuming your warranty is expired. You can register your truck for any weight that you want, it just costs more (road tax, essentially). So long as you are under the weight limits of your tires and under your registered weight, it is legal to tow over your GVWR.
Now that we have established LEGALITY, it is time to discuss safety and intelligence. What is the limiting factor of your axle rating? What size wheels and tires do you? Are their any MECHANICAL differences between the 2500 and 3500 in your model year? What is the axle rating of the 3500 truck? 1400 lbs is a substantial uptick in weight, but your axle may be sufficiently strong to handle those weights. I don't know enough about your model year to make an educated guess though.
