Actually not an odd duck at all, that's how every truck I've ever seen is. My truck is:
Gross Front: 4670
Gross Rear: 6084
Totaling: 10,754
But of course a GVWR of 9200.
This has been explained to me similar to this: "yes, the axles may well have a rating above the gross vehicle weight rating, that being said SOMETHING else is your limiting factor, be it your brakes, frame etc etc". Someone came to that number of 9200 for a reason.
As for the newer Ram 2500's at 10,000 I do believe that is because there are truck classifications (I'll have to dig up what those classes are but I distinctly remember 10,000 being the limit of a "Class X truck", then 10,001-14ish was the next class up etc
