How heavy is TOO heavy? GVWR on a 2500

Explain the difference between loading the truck over it's GVWR by say 600lbs and towing a 5th wheel weighing 12,000 lbs vs loading the truck to it's GVWR and towing a 5th wheel weighing 12,600 lbs?
The truck is still pulling or stopping the same weight. As long as you're not over the trucks GCVWR then whats the difference. I always see people argue that if the trucks over it's GVWR and you get in a wreck then you're at fault for being over the GVWR even though you are still under the GCVWR. Isn't the truck going to stop the same towing the same weight regardless of where the weight is.
I'm over my GVWR by 200 lbs. No biggie. Just an example. So why is my truck not going to stop better if I removed 200 lbs from it and put that 200 lbs in the 5th wheel?
In the above scenarios the truck would be under the RAWR.
