Unfortunately irrelevant, since you don't provide the details - incoming unloaded source voltage, length of cable run, and gauge of cable used. There's no reason at all that any 13.5K or 15K roof mounted A/C sold today can't start and run just fine on a nominal 120 vac 20 amp circuit provided incoming source voltage isn't excessively low and voltage drop under load due to cable length or inadequate cable gauge isn't excessive. Draw down below ~ 104 vac under load and all bets are off. ;)
