It's interesting and educational reading and can be a financial boon to local governments and regions. There are a number of grant and loan programs available to local leaders.
And yes, We the People are installing these. These contracts will go to local installers and businesses and the revenue from them will go to the local city/county/locality if that's how you're local leaders set it up.
Learn and get involved. These projects always have periods set aside for local comment and input.
