Don't you know there is co-operation between various jurisdictions and authorities? Local, state and federal.

Regardless of whether the OP has done everything legally, if the truck was stolen, if the title was issued based on a forgery, or any other illegitimate reason than the truck CAN BE IMPOUNDED. Let me actually clarify that... if police have reasonable articulable suspicion to believe that any of the above occurred, the truck can be impounded during an investigation.
If I stole your RV and title from you today while you were out of town, forged your name and turned around and sold it tomorrow before you knew it was stolen, and the new owner (who was no clue that I stole it and forged the title) registered it Monday (again, before you even knew it was stolen) then you think that the police cannot retrieve your vehicle for you? Obviously the guy that purchased it from me has no clue that it was stolen, he likely wouldn't be charged with a crime, but he would be out the money and the RV... for the interim at least.
mooky stinks... your advice is poor at best.
