Coming to propane pressure. The tank doesn't have to show ice on it, but if you feel it cold with hand, the pressure is not likely there.
Propane pressure gauges are not that expensive if you want to confirm that, but making Tee for 2 tanks should give easy answer as well.
Not sure if the switch-over valve would solve it, but should help.
