That is what makes hauling Milk more difficult than hauling Gasoline. A milk trailer doesn't have baffles because of sanitation requirements. Never drive near one, especially in front of one.
Pretty much unrealistic to FULLY load an open tank (spa) with no seal able top and drive it around in traffic and not have "spillage" (that water WILL SLOSH).
Spa would need to have much of the water removed, then would need refilled AND HEATED at the time of arrival. This takes time and ENERGY and would require having some serious water heating equipment plus a pretty good electrical system to handle the pumps and such...
To me that seems like it is more hassle than what it would be worth..
