Because they don't make one. They are available in increments of 2".
ProPride makes an adjustable version that is for the Hensley. However, it hasn't been in stock on their website for over a year. I gave up waiting on it.

I think he means a 2 1/2 shank for a class V receiver, not a 2 1/2 drop.
Correct. 2 1/2 shank for a class V receiver. I know Pro Pride makes one with a 2 1/2 shank, but Hensley doesn't...at least not that I know of. I've read different places where using an adapter (2 X 2 1/2) reduces tongue weight capacity to some degree. I haven't been able to find out how much though.
