Problem is not the 9th gear ratio itself, but the diff ratio that Chrysler decided to pair up with.
If they put something like a 4.56 with the V6, then 9th would be useful and still efficient, with a killer 1st gear crawler, especially in 4Lo.
But no, they only offer something like 3.5xx for the V6, and I believe 4.0xx for the 4 cyl. Both of which renders 9th useless. The only car I can think of, that can get away with 1324rpm @ 70mph, is the ZR1.
