Most states allow triple towing with a fifth wheel, nothing says the fifth wheel needs to be in the middle:R

If the overall length is legal and the load secured he is good to go.

IIRC I have seen this pic before but with a wider angle. The reason he is stopped on the side of the road is because he is stopped by police.

I bet he didn't tell the U-Haul dealer what he was going to do.
