I can't believe 7.1mpg for any real world driving. Maybe lots of idling? Maybe he forgot or didn't realize the trip computer was reset? Maybe another person test driving it got 7.1mpg?
Anyway, if there was an inexpensive way to reliably decrease the amount of fuel consumed, the OEM would do it. They have the most to gain, not consumers.
If you want only want to use 87 octane, don't bother. IF you are willing to pay for premium fuel, check out Black Bear, but I think most of the SOTP feel is trans shifting not engine tuning. Take that $100-2500 and buy fuel gift cards. :)
