I wasn't picking on wheel chocks in particular, rather, knowing you're on a serious budget, to analyze what you "need" to buy retail vs what you can do without or mc gyver together.
I think your plan is do able for sure. 3/4 or 1ton long box truck for towing and hauling the bikes and a TT for livin. You'll be set.
Best part is, in your budget range there are still a few semi modern pickups offered with a manual trans. Idk when Ford dropped manuals in gassers, maybe 98 when they went to the superduty platform for 99? In GMs up to 2000ish you could get the gmt 400 chassi, my first choice, with a 350 or 454 and NV4500 trans. Bulletproof setup!
Dodge 2nd gen HDs could get the same setup til 2002 5.9 gasser with a HD 5 speed.
These would be my "holy grail" $5k budget tow heavy gassers.
