I didn't know a service/repair shop had the ability to do a manufacture re-flash to update your ECM. Dealers yes but a non dealer? If there is an old re-flash that has not been done the dealer should do it at no charge for you. They can check the history by using the vin number and let you know if there are any outstanding re-flashes. That is why they are only done at the dealers.
Note, a TSB or Technical Service Bulletin can be issued for anything that does not require a manufacture to issue a Gov. mandated recall. They are not just for re-flashes.
