A TSB is only a road map for the dealer or shop to diagnose and fix a common issue. They are not free unless you are under warranty (they are not the same thing).
On a reflash if you bought your vehicle from the dealership shouldn't they do it for you, even if the vehicle is out of warranty? I know my dealer does, even if you didn't buy it from him.
A reflash does not take any time to do most are under 10 minutes and all they do is plug the unit in via the ODDII port set it up and wait for it to complete the upload. They are not changing parts or anything. The service write up person should even be able to do it.

My point was more on the difference between a TSB and warranty. They may come out with an new program to fix a specific problem but if your vehicle is not experiencing that problem are you entitled to that flash for free out of warranty just because it is there? Now if you are experiencing that problem I completely agree they should correct it with new software for free even out of warranty. But to just do every vehicle whether it needs it or not just adds costs to the Mfg in an competitive environment where every penny counts.
