Many already do, there's a number of navigation radios that run Window Embedded, many aftermarket systems, and some factory, most notably Ford SYNC. Also a number of Android powered ones are starting to hit the markets, only notable brand so far is the Parrot Asteroid.
I suppose its only a matter of time before they are driving for us ;-)
