Had someone try to do that to me when I sold my motorcycle. I told him we agreed on $4500, he only pulled $4000 out of his pocket. He told me he drove all that way, that's all he had. I told him that I'm sorry he wasted his time, closed the door and locked it.
He went out to his car, got on the phone, then called me 5 minutes later and said "you win" and produced the extra $500. I should have told him to pound sand, just on the principle, but I sold it to him anyways.
Cash sale should be fine, so long as you have the title in hand. I agree that you should take it to the police station, AAA or the local Department of Motor Vehicles to ensure that the title is valid, not altered, not voided, etc.
