To your first point, they do advertise the capability of the truck, but there are different markets they are targeting. The 3500 SRW GVWR reflects the capability of the truck. The 2500 GVWR reflects a 10k GVWR for licensing and registration purposes and providing a softer rear suspension.
As to your question regarding the 'real' capability - based on feedback from Ram owner of the same year your 2500 is identical to 3500 except it is missing one leaf spring. Therefore:
1) Your 2500 + additional rear leaf spring (or comparable, well engineered suspension upgrade) = 3500 SRW
2) Track down GVWR of the 3500 and deduct your truck weight = payload
Would it increase the 'payload'? It provides the suspension to handle additional payload, but only because the truck frame, brakes, axles and tires, etc. are engineered the same as the 3500 SRW. You want to stay within the manufacturers specifications for the vehicle. It seems reasonable that if your suspension is upgraded to be equivalent to the 3500 SRW then the GVWR and resulting payload is equivalent.
Take an afternoon off work and go talk to the commercial / fleet rep at your Ram dealer and get some 'manufacturer direct' information.
