Is there a gas efficient SUV with decent tow capacity?

the newer Tahoe/Suburbans with the 5.3 v-8's with AFM and 6 speed trans, can get 20+mpg on the highway.
i have the same engine with the older 4 speed trans, in my '07 Avalanche, and i often get 20mpg driving from Napa to Sacramento.

that's about as close as you're going to get right now, based on your criteria.
