The fact is the RV's that weigh what mine does and that weigh more are triple axle and their pin weight drops to 15-20% is a 24K triple axle at 20% (4,800#) is lower than mine. So I could tow a 28K 5er at 15% or a a 28K 5er at 20% at 5,600# pin.
