However, from what I see this is another example of a law that does not get enforced very much.
The law even makes sense. Imagine the rain of gravel and stones it will create for the cars running behind and beside it.
But yeah, that's hardly being implemented. Otherwise, even ordinary wide off road tires would be cited.
