We have some trailrunners at our lot that dont have stabalizers on them and are brand new. It is done that way to cut down on some of the cost for the customer on the front end, but later they run into the same problem and end up needing stabalizers. If you purchased new, speak to the dealer and see if they wont add them for you. If your unit is older, go with my initial suggestions.

You do not need to weld them. You can use self-taping bolts/screws. Most of the scissor jacks on TT's today are fastened with self-taping bolts and some may be spot welded and bolted. You can easily install them with self-tapping fasteners.
