I have a 2015 f350 with a gcvw of 11500lbs I only use it for my trailer no commercial use and I live in md, would I technically need a dot license

As Dutchmen pointed out you're fine in MD as long as the truck is not used for any business purpose.
Beware when towing trailer if your GCWR exceeds 26K you need an endorsement.
The 26K combined rule is seldom enforced but it's out there
