I have a 2015 f350 with a gcvw of 11500lbs I only use it for my trailer no commercial use and I live in md, would I technically need a dot license

As fj12ryder says do a 1-800 to your state registration office and ask them.
Not knowing what you do with a truck I couldn't say what your state regs require. Make the call.
