Do all trucks, all models follow the standards now?

I just wish that they would tell you what the limiting factors are. If it is just horsepower and I am not as fast going up a hill as some people think it should go I don't care. If it is brakes and I have good trailer brakes I am not sure that that matters. If the transmission is going to melt down or the frame break without warning then I am very concerned.
