I think it is much more likely that you have an open rather than a short. A short would blow fuses. If you can consult with the manufacture of that jack system they might be able to answer your question. Or take a chance And just replace the switch and see what happens. I don’t like troubleshooting by just replacing parts but sometimes it might be the best way.
The way you describe how it is supposed to work brings to mind that there might be a relay in the circuit that sets when you initially push the rocker switch and that latches the circuit in until the operation is complete. Without a schematic Or some advice from the builder it’s kind of a shot in the dark.
