If I had that much money then I would bet that he could not implement enough charging station for 25% market share across the US with enough power from the local utilities for that many vehicles in 100 days. I guarantee 100% that I will win that bet. It is one thing to have to deal with one location and one entity with hardly any regulation in Australia. It is another to deal with thousands of locations and hundreds of entities each with different regulations that do not have the budget or manpower to supply that much power in such a short period of time.
