Government emission regulations and coal mining regulations has made coal more expensive than other fuels like natural gas. Natural gas is inexpensive due to it being a byproduct of oil drilling, and if oil drilling slowed or stopped(from all the EV's) then it would make natural gas more expensive which could make coal a more cost effective option again.
