I don't think Tesla or the Tesla car owners are waiting for the government.
As I said, Tesla wants to have their charging stations off the grid. Tesla car owners having solar roofs are already off grid -- and don't have to defend on the electric infrastructure to charge their cars for their daily commuting.
As I said, most current Tesla owners are well off and can afford such things. However, most Americans can't afford or do not have ease of access to park their car in a garage and plug it in every night. As EV's gain more and more market share, more public charging stations will have to be made and Tesla will either need to buy A LOT of land for all these solar panels if he wants it off grid or he will have to rely on local power utilities which are mostly owned by local governments.
Some of you guys seriously need to step out of your 4,000 sq ft homes and go to the poorer side of town before you start making these statements of how easily people can just buy this or that and plug it in every night. Life is not that simple for most people.
