Home ownership is still in the 60% range. And not all of those have parking conducive to in home charging irrespective of ability to run 240v.
If they are living on an apartment and given a covered dedicated parking lot, they can still charge their EV or ask the apt management to rewire it for 220-240v.
If they are not or they can't, then an EV might not for them.
How difficult is that unless you are the Mr Magoos of the world?:B
