As for blocking the radiator by raising the Honda, I do not think so. Many people carry their spare in front of the radiator.
My experience and training is the fans really do no air movement through the radiator at speeds above 30 MPH.
My suggestion is not to extend the mount forward, it is to raise it up higher from the ground. I do not think you would have to modify your existing receiver or Honda mount. A 24" square tube (2"x2") with a Receiver on one end perpendicular to the tube and a 2"x2" tube with hole facing the opposite direction of the receiver. The 24" tube is a nominal dimension. I would have about 3" or 4" of the generator above the hood.
