Yes, the head pivots up and down via the spring bars. When you are ready to unhook, you release tension on the spring bars until they are "sloppy loose". When you pull out the stinger, you don't touch the spring bars. This keeps the hitch head in the same position. So now, when you go back to hitch back up, the hitch head is in the exact same position for very easy hookup.
Yes the hitch head remains in place and you simply back and hitch in the same location as you unhitched.
On rare occasions you may run into an issue where you cannot exit the way you pulled in due to a parked car or some other obstruction that was not there.
With a ball hitch you can hitch at any angle and the ball will always drop on. However with a HA/PP once in a blue moon you may want to angle in differently than you unhitched. This can create a headache, however once you have experience you can recognize these situations and adjust accordingly.
