So basically horizontal tanks manufactured before 1998 are exempt form the law, if you buy tanks horizontal or vertical after 1998 you need to follow the law.
That means they need to have the OPD valve so the tank can only be filled to 80%.
All Tanks still need to be inspected new to 12 years and then every 5 years after that
