I was wondering why some have them and some do not.
It makes it easier to get on the roof. Some manufacturers like Airstream do not include ladders and probably do not recommend folks on the roof. - mlts22ExplorerMine doesn't have a ladder due to the large rear window, but the roof is rated as walkable. Always worth checking with the manufacturer.

This is usually a decision by the manufacturer.
If they deem that the trailer has a walkable roof, they will usually attach one. If the roof is not rated for walking, then no ladder. - daystromExplorerMine is rated at 300#, I weigh 260. I used it once and would probably never use it again. Just don't feel it is stout enough for me. I'll send the kid up if needed at the campground, otherwise I'll use my extension ladder at home!
- Doug33ExplorerI didn't notice any ladders on the Keystone Bullet models we looked at - how do you know if you have a model that can support your weight on the roof? My old TT didn't have a ladder but I got up there a few times to clean and recaulk. I was just careful to step on the support beams.

The ladder on our WhiteHawk is rated for 300 lbs. according to the sticker on it. It was an added option. I can take or leave roof ladder, mainly because the roof mounting is just another potential source of a water leaks. - Because the dealer clicked the box to add the ladder.
I think you are fine to at least 250# although the rating could be less.
Yes you can use them to get on the roof to clean, add a vent or cover, clean the air conditioner coils, caulk, add solar, you name it. - JesLookinExplorerI agree with bob213 - It is an option on many campers.
