Better mileage but not safer.
Research shows the greater the deviation above or below the average flow of traffic the greater the risk of accident. 5 mph above or below the average speed on a highway is a small increase in risk, compared to 10 or 15 mph, so it may be worth the extra risk for the extra mileage.
