An over generalization - I might agree if you said "some" or perhaps even "many" but "most" is a stretch. Ontario operates the second largest park system in N America, second only in managed acres to the US national park system, and I've yet to see any specific requirements to not dispose of grey water on the ground. Certainly one wouldn't want to simply open the waste gate and allow grey water to pool right on the site but dispersing it in foliage surrounding the site would be considered acceptable unless it's specifically prohibited. I always have the necessary equipment on hand to off load and dispose of grey water in whichever manner required but have nonetheless even been asked to dispose of my grey water in foliage which hasn't seen recent rainfall.
