Drain. Before leaving the CG - after dumping and rinsing - we add just a small amount of water to be able to get about 5 gallons + chemicals into the black tank and enough for me to do a bit of cleanup at home. After that, drain.
We left water in the FW tank ONCE. Kept noticing a funky smell after a couple of weeks and kept getting worse. We checked for dead something, spoiled food, everything. Then happened to turn on the faucet. Bingo! Drained, sanitized and have never left water in it since. Some folks have never had a problem, but our one time was plenty. We drain.
