Length of trailer
When someone says they have a trailer that is, for example, 21 feet long, do they mean the total length from tongue to bumper, or the box length?

What possible concern would patrol officer have for the length of a trailer? The only regulations I'm aware of concern the total length of the package, tow vehicle plus trailer as connected.
