Well that's pretty typical conditions around the Pacific NW about 9 months a year. Most of the freeways are in the lowlands, so once you get off the highway many neighborhoods have streets in the 10-20% range.
As i mentioned though, the updated intercooler seems to have solved the problem. And I agree, outside the PNW, those exact conditions are not the norm.
