That quote isn't from any regulatory source- it's from
this Tire Rack page, and it can only be understood in its proper context. The page/quote relate
strictly to passenger car (P) tires, the only class of tires subject to UTQG ratings.
That page's accuracy is generally good, though I'll point out one error I think worthy of mention/correction:
The first paragraph seems to indicate that LT tires except for "deep-treaded" ones are included in UTQG system. Unless there's been a very recent change to the law, that is not correct. During drafting of those rules, the industry successfully resisted/defeated efforts on the part of Regulators to include LT's in the UTQG system.
