I think you got your answer - It's the speed rating of the particular tire in question.

Oh, and for those comparing the tests: Be aware that the rated loads for ST tires is higher than for comparable LT tires - meaning while the tests themselves are more severe for LT tires, the actual loads make the test easier than it appears for LT tires.
