Each tire is rated for maximum weight at the speed designated for its type. Same standard, different parameters.
As for which is "better":
I don't see any claims thereto with regard to ST's- it's the LT guys claiming superiority-of-type. I for one think they're for different enough purposes that side-by-side comparison is difficult if not impossible.
