It is safe to run nearly anything at or near max load capacity, until it eventually fails.
Better to have too much than not enough, or just barely enough.
A good plan to follow is, if you're running something at greater than about 75% of it's maximum capacity, for greater than about 50% of the time, then you need a bigger something, whatever it is, if you want it to last.
If it's a cheap throw-away, then run it full bore, full time, let it self destruct, and replace it when it's done.
