Ok, so I am looking at buying a dually pickup for personal use and from what I am reading in Ma. I will be required to get a commercial plate. possibly pay about $300 a year for the reg and then a DOT...

Ask your neighbor if the MSP has a commercial vehicle enforcement unit.
They should be able to give you the correct info.
Not every trooper is familiar with commercial vehicle enforcement, it can get confusing.
