I'm just guessing, but you should have the following:
+12V power / charge
+12V return (chassis ground)
+12V Running lights
Running light return (may be common with chassis ground)
Can you not see where the wires run from the back of the connector? You said it was 16 AWG wire so you must be able to see some of it.
I mapped out my TC wiring and found that +12V and +12V Return were 10 AWG while the lights were 14 AWG wire. I have only a single ground/return wire.
I'm speculating your running lights may not be tied to the camper chassis ground.
Looking at the picture, the two top pins look larger than the two bottom pins. So, I would think the top pins are for the power/charging circuit and the two bottom are for the lights.
If you plug the convert into AC power, you should be able to measure DC voltage at that connector. That should show you which is +12V.
You said "My multimeter will measure millivolts, either AC or DC." You may need to get something a bit larger, say 12000 millivolts.
