No, in the US the omnipotent EPA is the keeper of the mileage figures and fuel cost estimates shown on the "Monroney" stickers of new vehicles for sale.
I stand corrected but aren't they all connected. Anyhow, it is they who come up with the published numbers, not the manufcturer.
Apparently, the EPA leaves it to the manufacturers using a Federally prescribed procedure, results submitted to the EPA. EPA does do "random" testing. http://www.fueleconomy.gov/feg/how_tested.shtml
The US Enviromental Protection Agency and the US Energy Administration are two separate agencies (Cabinet level secretaries) with their own "missions", more like regulatory agendas.
